Sustainable Water and Energy Management : The Study of Laws and Policies in the U.S. and S. Korea from the Perspective of the Energy-Water Nexus

 

Abstract

Energy and water are closely related, which is called energy-water nexus. The availability of water resources would be aggravated due to climate change, population increase, economy growth, incorrectly-designed energy policies, etc. While this study recognizes the necessity to respond to this issue, this paper identifies the concept of energy-water nexus, reviews energy-water-nexus-related responses in the U.S., which leads this issue, analyzes domestic laws and institutions, and recommends some enhancements.
The recognition of energy-water nexus was not found in domestic laws. Also, any programs or organizations are absent, which can coordinate duplicate or conflicted policy measures between different government departments. Furthermore, the statistics that survey energy-water nexus in Korea are not being collected. The information of currently available statistics is limited, and it is unclear who or which department or office needs to collect and publish the statistics. In order to more effectively respond to climate change including exacerbated water availability and to manage and use energy and water in more comprehensive and sustainable manner, it is required that the interdependence between these two resources is reflected in laws and institutions; R&D regarding energy-water nexus needs to be increased together with enhancement of the relevant statistics, so that implications to policies can be suggested from the analysis of the current status.

에너지와 물은 서로 긴밀하게 관련되어 있으며 이를 에너지-물 넥서스(Energy-water nexus)라 한다. 기후변화, 인구증가, 경제성장뿐 아니라 수자원의 지속가능한 이용과는 상충되는 방식으로 설계된 에너지 정책 등으로 인해 수자원의 이용가능성은 향후 악화될 것으로 전망된다. 이 연구 는 이러한 상황에 대한 대응 필요성을 인식하고 에너지-물 넥서스의 개념을 정리하고, 에너지-물 넥서스와 관련해 선도적으로 대응하고 있는 미국의 법적·정책적 대응 현황을 살펴보고 국내법과 정책을 살펴봄으로써 국내 에너지-물 넥서스 관련 대응현황에 문제점을 발견하고 개선방안을 제안하였다.
연구 결과 국내 법령에서는 에너지-물 넥서스에 대한 인식을 발견할 수 없었고, 두 자원의 상호연관성을 인식하고 부처 간 중복되거나 상충되는 정책을 조정하기 위한 프로그램이나 전담기구를 찾아볼 수 없었다. 또한, 에너지-물 넥서스를 파악할 수 있는 통계자료가 부재하며, 현재 관련 통계는 제공되는 정보가 제한적이며, 관련 정보를 지속적으로 수집 및 편찬할 수 있는 주체가 명확하지 않은 실정이다. 향후 수자원 이용가능성 악화와 기후변화에 보다 효과적으로 대응하고, 에너지와 수자원을 보다 통합적이고 지속가능한 방식으로 관리 및 이용하기 위해서는 두 자원의 상호의존성이 법과 정책에 반영될 수 있도록 해야 하며 통계 자료의 개선과 더불어 이 이슈에 대한 연구지원사업의 확대로 국내 상황에 대한 분석 및 정책적인 함의를 도출이 필요하다.
